Write each percent change as a ratio comparing the result to the original quantity. Then write it as a constant multiplier.
Book's example:
3% increase, 103/100, 1+0.03

I don't understand double digit numbers. The one that I have to solve is an 11% decrease. Tips, hints-anything would be GREATLY appreciated.

100 - 11 = 89

89/100 = .89
