Say there is 9 men, so 18 legs in total.
Since I said there is 9 men, there would be 10 horses.
10 horses would have 40 legs.
18 legs + 40 legs = 58 legs
58 isn't the amount of legs he said he saw so 9 men and 10 horses are not a possibility.
