check the slope of each segment.
(23-27)/(-7+9) = -2
(17-23)/(-4+7) = -2
(3-17)/(3+4) = -2
(-13-3)/(11-3) = -2
So it appears that y = -2x + c
Since -2(-9) = 18 but y(-9) = 27, c=9
y = 9-2x
(23-27)/(-7+9) = -2

So it appears that y = -2x + c
