This is Jiskha homework help right? but it says ask question so someone as to give the answers but then someone like a tutor would come and say something like "I haven't read the book" or "This isn't for answers" Then what is it for?

They use it to helpfully guide student through the steps or in other words tell them how to do the problem without giving them the answers. It is also not the teachers fault if they do not know of a book.
