I have no idea what "15 quater full" means. I'll say it's 1/4 full.
so you need 3/4 of the total volume, or
3/4 * πr^2 h = 3/4 π * 70^2 * 1600 = 5880000π cm^3 = 5880π L
If one quarter full is not correct, then make the necessary adjustment.
