Third person point of view (POV) in literature has several variations -- omniscient, limited omniscient, etc.

(First person POV is when the story is told from an "I" point of view -- in other words, the narrator is also a character in the story and is telling the story from his/her own POV.)

Third person limited is a point of view in which the reader knows, in the third person, what a single character thinks, feels, etc. Third person limited will detail the /activities/ of other characters, but not their thoughts. An example of TPL-POV is Harry Potter.

In any case Third Person means someone reading and/or narrating the story of someone else. If you're reading a book and you see many words such as "They" it's most likely a third person. If you read a book that says many words such as "We" it's most likely a first person.
