Why do you repeat everything twice? Very annoying.

The first step is to know what "supplementary" means -- the measures of the two angles add up to 180°
Now, since you have expressions for those measures, just add 'em up:
4y+7 + 9y+4 = 180
13y = 169
y = 13
So, m∠2 = 9*13+4 = 121°
