Are would not make sense in this context since the things being compared on not plural. The author is not saying that they are going to both destination(s), they are saying they are going to one of them first, meaning you would use is.
Example:
Dogs are my favorite animals.
Dogs is plural, so you use are.
That dog is my favorite.
There is only one dog, so you use is.
Example:
Dogs are my favorite animals.
