amount left after fees = (3/4)x or 3x/4
after paying elect. and water he had left (3/4)(3x/4) = 9x/16
after paying for transport he had left : (8/9)(9x/16) = x/2

x/2 = 8000
x = 16000

check:
fees = (1/4)16000 = 4000 , amount left = 12000
E and W = (1/4)12000 = 3000, amount left = 9000
transport = (1/9)(9000) = 1000 , amount left = 8000
