I am calculating the percentage of error again, and the expression is 2.76-.7/.7, I got 2.94. Should I move the decimal over so it's 29.4?

Yes and I understand how you obtained 2.94 BUT you didn't indicate it correctly. You should have
[(2.76-0.7)/0.7]*100 = 294%. I don't know how strict your prof is on significant figures but with 0.7 only to one place, you would need to round that to 300, or better yet, express it as 3x 10^2%. The reason the parentheses are necessary is that according to the order of operations, one would divide 0.7/0.7 FIRST, then 2.76-1 = 1.76 and that *100 = 176%.
