Im guessing it is either C or D because balloons expand at high altitudes

But you KNOW it can't be D. The AMOUNT OF GAS INCREASES? You know the amount of gas is not increasing. Who is up there at 10,000 feet pumping more gas into the balloon. No one. There is a fixed amount of gas at the moment the balloon is released on the ground and no more is added on its way up into the great blue yonder.
