f(x) = -16(x^2 - 3/2 x) + 16
= -16(x^2 - 3/2 x + 9/16) + 16 + 9
= -16(x - 3/4)^2 + 25
So the vertex is at (3/4, 25), and the graph is symmetric about the line x = 3/4
