set up two equations and solve
the 1st one is a gift ... 16 = 0^2 + (b * 0) + c ... 16 = c
0 = (-2)^2 + (-2 b) + 16
the 1st one is a gift ... 16 = 0^2 + (b * 0) + c ... 16 = c
0 = (-2)^2 + (-2 b) + 16
