Well —

A — could be since new settlers and other people often experienced flooding where they had no idea flooding could occur (building too close to a river, perhaps)

B — only if the soldiers always established new posts according to where people decided to settle

C — Did the Spanish/Mexican forces to as far north as Arkansas? Where?

D — Did the soldiers establish new forts in response to Chickasaw attacks on settlers?

I think C is out, but I also think you need to read and re-read your text with the other possibilities in mind. Then decide.
