Bob had 20 apples, which was 70% of Tommy's apples. How many apples does Tommy have?

(Can someone explain to me? Lol, this was my homework.)

let Tommy have x apples
Then 70% of x apples is 20
then .7x = 20
x = 20/.7 = ....

( Was expecting a whole number for the number of apples.)
