okay so D is out... and it is talking about all cities, not just Detroit or Chicago, but all cities. A is talking about Detroit and St. Louis and B is talking about Chicago. The only answer left is C. I am glad to help. :)

no. it's not talking about all cities. it's talking about only midwestern cities. lake michigan- which is shared in answer b, is shared by the four midwestern cities. so it's b.
