parallel means the slope is the same
5X + 7y = 12 ... 7y = -5x + 12 ... y = -5/7 x - 12/7
using point-slope ... y + 9 = -5/7 (x + 2)

using point-slope ... y + 9 = -5/7 (x + 2)
