link (even w/o spaces) did not work for me.
But surely the inequality will be easy to solve.
Just draw a horizontal line through the desired value, and see where the graph is above or below that line.

Aha. I noticed that the tab opened up on your link.
The solid line is y = 2x+4
The dashed line is y = 2-x
So, since you didn't really ask any question about the diagram,
The dark gray region on the left is y < 2-x AND y >= 2x+4
The upper shaded region is y > 2-x AND y >= 2x-4
so, you think you can figure out the lower shaded region and the unshaded region?
The solid line is y = 2x+4
