Make a table.
Choose a series of x values. This equation will be a straight line, so you only need to pick ANY two x values.
Compute the corresponding y values.
Plot the points on a graph.
Draw a straight line through them.
That's all there is to it
When x = 0 y = -3 (for example)
When x = 5, 3y = 1 and y = 1/3
There is another way with slopes and y-axis intercepts, but either one works.
