Only if the equation is
8/2 = (x+3)/4
if it is the way you typed it, then x = 13/4

oh..... but it dosent have parentheses on my test, and 13/4 or 3.(I forget numbers after 3) isn't an answer

But I bet on your test, it shows up as a fraction with x+3 as the numerator and 4 as the denominator.
The problem is in typing a fraction as text, you will have to declare the numerator and denominator with brackets
btw, was the left side really written as 8/2 ? That would just be 4, why make things more complicated than they have to be?
