h(x) = f(x-13)

well, I guess it's both.
To translate in the positive direction (right or up) replace
x by x-h
y by y-k
Thus, given f(x), translate h units to the right and k units up,
h-k = f(x-h)
That is,
h(x) = f(x-h)+k
