how would you subtract it from both sides if the left is variable terms and the right is numerical?

What are you attempting to do, solve for y ?
if so, then .....
7x - 2y = 19 , subtract 7x from both sides
-2y = -7x + 19 , multiply by -1 to get a positive y term
2y = 7x - 19 , divide every term by 2
y = (7/2)x - 19/2
