6H^+ 6e + ClO3^- ==> Cl^-+ 3H2O is the half equation for chlorate but since Mg(ClO3)2 requires two chlorate so multiply by 2 and add Mg^2+.
12H^+ + 12e + Mg(ClO3)2 ==> MgCl2 + 6H2O
