In general, during a character-change story, the climax is usually when the main character realizes something major -- or his/her reaction to an event isn't the way s/he would have reacted at the beginning of the story.

i thought it would be A. “The moment after he first sees the Tyrannosaurus”

It’s because AFTER he sees the tyrannosaurus the ideas and thoughts changes. When this moment happens, fear and disbelief comes for Eckel. When Travis takes him home he finally noticed what he had done was wrong.
