The Great Compromise was presented at the Constitutional Convention, which was a meeting of states whose delegates were formulating plans for the National government. It consisted of the idea of proportional representation in the lower house (House of Representatives) and equal representation of the states in the upper house (Senate). (Basically how the government works.)
