There may be better ways to do this but here is one way.
1. Dissolve lead(II) oxide is warm HCl to form a solution of PbCl2.
2. Filter to collect the solid PbCl2..
3. Dissolve PbCl2 is warm water.
4. Add Na2CO3 and collect the PbCO3 solid ppt.
