8N and 8M for NaOH are the same.
How much do you want to prepare. Let's assume you want a liter of NaOH solution. Weigh 40 grams NaOH, place in a 1,000 mL volumetric flask, add some water, swirl until all of the NaOH is dissolved (it will get hot), cool somewhat, add water to the mark, stopper, mix thoroughly, label.
