Maybe you can't find it because you've spelled it wrong. It should be OPEC.

In October 1973, OPEC declared an oil embargo in response to the United States' and Western Europe's support of Israel in the Yom Kippur War of 1973. The result was a rise in oil prices from $3 per barrel to $12 and the commencement of gas rationing. I don't know abt the how did it effect the texas part but here is the first part

It had a big effect on Texas . Drilling increased in the state and millions of tax dollars from oil companies flowed into the state as well. The price of Texas oil tripled which causes oil revenue to increase dramatically in Texas so it was good for Texas. Thousands of people moved to Texas to benefit from the oil economy. Texas increases drilling all across the state.

The OPEC oil embargo happened when some countries that sell oil decided to stop selling it to the United States and other countries. This caused the price of oil to go up a lot. In Texas, where there is a lot of oil drilling, this was actually pretty good because it meant they could sell their oil for a lot more money. This made a lot of people rich and caused more people to move to Texas. Overall, it was a good thing for the economy of Texas.
