How did salutary neglect lead colonists to rebel against Great Britain?

I think the answer is D, but I am not really sure if any of these makes sense seeing how the "salutary neglect" was a policy that relaxed the previously strict laws and regulations?

I would say A because the colonist enjoyed having less restrictions but were angered when the British enforced stricter taxation.
