"Paul" is the subject of the sentence and its verb is "is."
But the subject of the subordinate clause is "who" -- referring to "people," apparently.

This part of your directions is off:
"Choose the verb that agrees with the subject of the sentence."

But you were not choosing the verb that agrees with the subject of the <b>sentence</b>, but with the subject of the subordinate clause. You should let your teacher know so the text/test writers can be informed of their error.
