its A because if they are in the same period they all have the same electron shells.

Ugh, in a series (period) the elements do have the same number of energy levels ... it is in groups (families) of elements that chemical properties are consistent. I would have selected 'A'. :-)

I just wrote a treatise on why A couldn't possibly be correct but just before posting I reread the question and saw I had made a mistake. The question is about periods and I read it as groups. and my answer is correct for groups (families). Periods are different and A is better answer.
