There is a poster with 32 cm width and 28 cm length what would be the dimension of the poster 1/4 times its current size

when you say 1/4 the size, do you mean for each dimension?
If so, then just divide length and width by 4
If you mean 1/4 the area, then you will have
1/4 * length * area = (1/2 length)(1/2 width)
so divide each dimension by 2.
If so, then just divide length and width by 4
