It matters where the positions are. The least high position means the least GPE.

So question, would it count if the "diver" was in water, because the many positions it have are in air still.. Position 1 is when the diver is still on the diving board, 2 and 3 are in air, 3 being super close to getting in the water, 4 in the water....
