If he raised the price by x%, then if the cost was c, he sold it for
c(1 + x/100)
Then, after the 16% discount, his sales price was 5% above cost, so
c(1 + x/100) * 0.84 = 1.05c
Or, dividing by c,
(1 + x/100) * 0.84 = 1.05
x = 25
So, he raised his price by 25%
