(10 + 15*10)/10 = $16/person if there are 10 people in the family

    Oops. I didn't see that only 4 members of the family are riding.
So the cost per person is 15 + 10/4 = 17.50
because they split the $10 fee 4 ways.
also, for the 2nd part you need
100 < 10+15n
15n > 90
so n > 6
So, you still need 7 or more, because the cost for 6 people is the same either way.
