The meninges consists of three layers, dura mata, arachnoid mater and pia mater (innermost).
Together, the layers fulfull all four functions of protecting the nervous system from traumas by filling the space with cerebrospinal fluids. Blood vessels and capillaries help to provide nutrients to feed the brain, and to remove wastes.
In short, all four items together form the functions of the meninges.
