what does ( a0/ ' ^a0/) mean ?
however, to get you started,
9xy (2/3 x)^3 = 9xy * (2/3)^3 * x^3
= 9xy * 8/27 * x^3
= 8/3 x^4 y
Maybe you can sort out the other side, and then solve for something or other.
