No the republic of texas was an independent nation it wasn’t apart of the USA yet and it was independent from Mexico

I think Damon is right -- that your choice is correct -- but the wording of the question is off. The Republic of Texas was made up of districts, as you'll read in the second of the two links I gave you.

D could be correct, too, given the nature of those very first Texans!! However, the way that constitution was written is more "federalism" than popular sovereignty.
