I guess you mean;
2 x^4 + 0 x^3 + 0 x^2 - 2 x^1 + 8 x^0
or in other words
2 x^4 - 2 x + 8

the degree is the highest power, in this case 4
the coefficient is the number that multiplies the variable to whatever power is highest, in this case 2
