a = -5 m/s^2
60 km/h = 60000/3600 m/s = 50/3 m/s
36 km/h = 10 m/s
v = at + c
v = -5t + c
at start of event, t = 0, v = 50/3
50/3 = 0+c
so v = -5t + 50/3
solve for t when v = 10 m/s
10 = -5t + 50/3
t = 4/3 seconds
