A leader must walk in the shoes of their followers to know what is in their interest. Good leaders set standards so that all know what outlier behaviour is (lying, cheating, and stealing). Good leaders provide for protection of the vulnerable: elderly, children, handicapped. Good leaders motivate followers to work and seek a better future, which includes all (race, religion, gender) equality aspects.
Good leaders do not act in self interest, but for the common good.
All of these, but most important, good leaders walk in the shoes of the followers, and keep doing that.
