How does your text define "clause fragment"?
What do YOU THINK the correct choice is, based on that definition?
Which of the following is a clause fragment? a. The most successful record of all time. b. Because we forgot to sign the petition on time. c. Running around all day. d.To meet her pen pal, Louise.

b. Because we forgot to sign the petition on time.
Actually, all four could be considered a fragment since none of the four is a complete sentence.
But I think you're right about B. It's a clause, but it's a dependent/subordinate clause and, thus, a fragment instead of a complete sentence.
