well, geez - just change all the w's to 10's and evaluate!

w +( w - 12 ÷ 2*2 × 3) × 7
10 +( 10 - 12 ÷ 2*2 × 3) × 7
Now, do any multiplications or division left-to-right before any additions or subtractions.
10+(10-6*2*3)×7
10+(10-12*3)×7
10+(10-36)×7
10+(-26)×7
10-182

Sadly, that is not one of the choices. So they probably meant
10 +( 10 - 12 ÷ (2*2) × 3) × 7
10 +( 10 - 12 ÷ 4 × 3) × 7
10 +( 10 - 3 × 3) × 7
10+(10-9)×7

Using ÷ as some kind of low-priority division operator is bogus. ÷ and / mean the same thing.
