A sense of urgency is a human feeling, often shared by many people. For instance, most of us feel a sense of urgency about our collapsed economy and hope that it is turned around soon.

Urgency is more factual. The urgency of his need caused him to call 911.

but then, when we are talking about poems what actually mean the sentance:
"Sense of urgency and free flow created by lack of punctuation and run on lines"

That sentence means that the reader feels the need to act quickly when there is a lack of punctuation and run on lines. It's like listening to someone who's out of breath while telling you something.
