Hi jiskha! I am studying for a test on Latin America. I know the Helms Burton Act was to place an embargo on Cuban goods, but what was the other act that limited immigration? If I recall correctly, it allowed Cuban immigrants if they washed ashore, but if they were stranded at sea, the United States would not let them in. The informal name is "The Wet Foot, Dry Foot Act" or something along those lines, but I don't remember the true name. Thanks for your help :-)
