There are lots of solutions to this problem. One of them is
H=11
T=7
B=0
H&T=2
H&B=1
T&B=1
H&T&B=2
So, 4 play exactly two games.

But there is so much unspecified, the numbers can be juggled in many ways.
Draw a Venn diagram and fill in the center value of 2, and you can see other solutions.
