take the implicit derivative.
2x Dx -7y^3*2x Dx-7x^2*3y^2 Dy=2yDy-2xDy-2yDx
Dx(2x-14xy^3+2y)=Dy(2y-2x+21y^2)
solve for Dx/Dy, then put in the point (-2,5) and solve. check my work.
