I'm reading an article and it says:

"They believe that sensible business regulations are incredibly important, and that business regulations should promote confidence in the economy among both consumers and businesses. "

What is a sensible business? I can't find what it means.

It's sensible business REGULATIONS. This author believes that business regulations should be relatively loose and not hamper businesses too much.
