That is not in the universe but only in the solar system. The gravitational attraction of a black hole at a light year from its center overwhelms that of anything in the solar system at a comparable distance. The truth of the matter is that the question is very poorly worded. You are not talking about force but force per unit mass or acceleration and what about electrical force? Where did you get this question?

I can only guess at what it means then. If you are working on earth and if mass is small, electrical and magnetic forces can easily overwhelm gravitational forces. Think about picking a steel bolt up off a table with a magnet. The question has no unique answer. Perhaps it is just to stimulate discussion.
