I am a bit confused on how I am supposed to round 9, 819 to the nearest square mile. I am stuck on this. Please help

it is odd, unless maybe you are using the European notation, where the comma is used for the decimal point. In that case, you might say

9.819 rounds to 10

Other than that, I have no suggestion.
